  • The timeline is short. Starting in two weeks rather than six weeks limits your candidate pool substantially.
  • The engagement is short. Consultants charge a premium for engagements under three months.
  • Security clearance is required. Cleared consultants are a small subset of the market and price accordingly.

A practical benchmark approach

The most reliable way to assess whether a rate is competitive isn't to consult a rate guide — it's to generate competing proposals against the same brief. When three or more vendors respond to an identical requirement, the distribution of rates tells you more than any published benchmark. A tight cluster means vendors understand what you need and the market is competitive. A wide spread often indicates that vendors are interpreting the requirement differently.
